A room opens one of two ways: enough people are ready at once, or it is given an announced time. The second is more interesting than it sounds, because the time is not simply the next slot on the clock — it is chosen for who will actually be awake.

The announced opening
A room that fills with seats but never with people at the same time is given an announced opening time instead. The shipped schedule is 19:00 UTC, and the slot is chosen for reach into the waking hours of the creators holding seats rather than simply being the next one on the clock. A planner that widens this to 3 slots is built and is currently switched off.
A slot is never announced less than 2 hours ahead, because the point of announcing a time is that people can plan around it. One announced two hours out reaches an audience still in their inbox.

How your timezone is worked out
Quiet hours need to know what time it is where you are. Your browser reports that when you sign in, and it is the first thing checked. Where it is missing, the timezone is inferred from the timestamps of your own activity on PodSwap — never from your IP address and never from a third party — and an inferred zone never overwrites a reported one.
That matters for a second reason: quiet hours are enforced in your local time, so the inference is what stops a room email arriving at four in the morning.
What you will actually be sent
An announced opening is emailed ahead of time to the creators whose waking hours it falls in, never more than 1 room email a day per member across every exchange, and never between 22:00 and 08:00 in your own local time. A room opening on readiness alone is announced in the app and by push, not by email — an email about a room is still in the inbox tomorrow morning advertising something that closed last night.
A nudge telling a seated creator their room is one or two people short exists and is currently switched off.
