What the standards cover
The eligibility standards are broader than the rules about what is allowed on the platform. They cover categories that are legal, permitted and unremarkable but that TikTok has decided not to amplify to a general audience — including material aimed at adults, subject matter that is fine in context and poor as an unsolicited recommendation, and content whose accuracy the platform cannot stand behind.
The practical consequence is that a video can be entirely within the rules and still be ineligible. Nothing was violated and nothing can be appealed, because nothing was flagged as wrong.
TikTok has also rolled out a pre-publication check in TikTok Studio that indicates whether an upload is likely to be ineligible. If you have access to it, it is worth more than any inference a third party can make after the fact.
How this connects to matched distribution
If your content is ineligible for recommendation, no amount of attention from people who already found it will change that. Ineligibility is a decision made about the content, not a consequence of how it performed.
This is worth being blunt about, because it is the honest limit of what a matching service can do. Attention from matched viewers cannot overturn an eligibility decision, and anyone claiming otherwise is selling something.

A single one does not. A run of them is different: repeated flags correlate with reduced distribution across the account.
