There is no single answer, because there is no single restriction. Strikes expire 90 days after they are applied. A per-video label is permanent for that video unless an appeal overturns it. What is actually published

A per-video ineligibility label does not expire. It attaches to that video for as long as the video exists.
Maturity ratings, and the reach reduction that follows from them, have no duration. Nothing is running and nothing will finish.
Where the "14 days" number came from
Nowhere authoritative. It appears in creator-advice content that cites other creator-advice content, and no published TikTok source states it.
It persists because it is roughly how long it takes for a run of ordinary posting to shift an account's recent history enough that the numbers change. The interval is real in that sense; the mechanism it is attributed to is not.
What actually shortens it
Appeal anything appealable, immediately. That is the only lever that reverses a decision rather than waiting one out.
Keep posting original content at your normal cadence. A gap does not help — the system has nothing recent to evaluate, so an account that stops posting stays stuck at whatever its last few videos suggested.
Do not increase your posting rate to compensate. A cadence spike alongside a reach drop looks worse than either on its own.
Give it at least two weeks before drawing conclusions, and judge by the middle value across several videos rather than by the best or worst one.

Will deleting flagged videos end a restriction sooner?
No, and it removes your ability to appeal them. Whatever record exists of the flag is not undone by deleting the post.
Does a new account escape it?
Starting over discards whatever history you had, including the good part. New accounts have no track record for the system to draw on, which produces wide variance rather than a fresh advantage.
Do strikes really expire?
Yes — 90 days from when each was applied, individually. Three strikes across four months is not the same position as three in one week.
